Taking the e-Governance initiative one step ahead in the State, the Arunachal Pradesh Government is all set to go paperless. This decision was taken during a high level meeting chaired by Chief Secretary Shakuntala Gamlin at Itanagar on Thursday. The meeting was attended by Principal Secretary (Home and Personnel), Secretary (IT), Secretary (Planning), Director (IT) and a team of officers from NIC, New Delhi led by Sr Technical Director Rachna Srivastava.
The team from NIC, New Delhi made a detailed presentation of the ‘e-Office Suite’ – a successful government office solution developed by NIC, Govt of India. The application in addition to the file management system also has provision for Knowledge Management System (KMS), e-Leave, e-Tour, e-Service book, Information Management System (PIMS) and Collaboration and Messaging Services (CAMS).
‘The main highlights of this application is that all government files will be processed and decisions taken electronically by using digital signatures by all decision makers,’ informed a government official, adding, ‘File tracking system will ensure speedy decision-making and transparency in decisions will be ensured.’
The official revealed that it was decided that by August 15 next, the e-Office suite will be made functional in the State’s Civil Secretariat after which there will be no manual movement of files.
‘A Project Steering Committee and a Project Implementation Committee will be set up to ensure that the project is implemented on time,’ he stated, adding, ‘Moreover, a comprehensive training module will be put in place to train all users of this application. Digitization of legacy data will be undertaken to ensure continuity.’
