On October 2014, two Public Interest Litigation (PIL)s were filed in Tripura High Court seeking a CBI probe into scams which allegedly erupted in various blocks. Both of the cases were heard in unison under the division bench comprising then Chief Justice, Deepak Kumar Gupta and Justice Subhasish Talapatra. The Division Bench passed numerous orders. One of the orders was submitting a report by a Chartered Accountant on behalf of the State Government. The State Government put in an audit report as well. The Principal Secretary of the State Government’s Rural Development department and District Magistrates were also ordered to file an affidavit.
Ultimately, the High Court has pronounced its verdict. It has not accepted the previous audit report and ordered a new one for 58 blocks which should be placed in the Legislative Assembly. The audit report should be accredited as public document if it gets passed. The report should also be submitted to the Comptroller and Auditor General (CAG). The entire process should be completed during the next eight months.
The current Division Bench comprises Chief Justice, T Vaiphei and Justice Subhasish Talapatra.
As per scrutiny by the State Government’s Audit department on utilization of MGNREGA funds, gross misconduct was spotted in blocks such as Bishalgarh, Rupaichhari, Satchand and so on.
Among these, there was huge embezzlement of funds in Bishalgarh following which then Finance Minister, Badal Choudhury took stringent measures against BDO, Bimal Chakraborty. Chakraborty was arrested but was later out on bail.
